Public Private Partnership Projects

Miller Paving Limited has been pursuing Public Private Partnership (P3) projects for over 15 years across Canada, having participated in some of the earliest road construction P3's such as the Fredericton to Moncton Highway Project in New Brunswick and the Sea to Sky Highway Improvement Project in British Columbia.  Miller was also qualified to bid on projects in Ontario including  the original 407 construction in 1993  as well as the subsequent 407 sale in 1999.

In addition to the extensive resources in materials and construction services that Miller brings to the table, Miller has become a leader in providing full highway maintenance services for the extended maintenance terms of P3 Projects.  Coupled with its extensive experience in MTO Area maintencae contracts, Miller has the most to offer to projects for both short term requirements as well as long term maintenance needs.

Miller's continuing success with P3 projects has given it credibility with lenders, equity partners, insurance and bonding institutions making Miller a very attractive partner.

Project Examples

Project Name: Fredericton To Moncton Highway Project
Project Location: TransCanada Highway  - Fredericton to Moncton - New Brunswick
Value: $600 million
Partners: Janin,Dragados, FCC ,MMM

New Brunswick's first PPP Highway Project.  Project involved the new construction of approximately 170 km of new 4 lane highway, including 2 high level river crossing and 73 new conventional bridges.

Miller's Role:

Miller was an equity partner and self performed all production and placement of granulars, and asphalt paving.

Project Name: Sea to Sky Highway Improvement project
Project Location: Vancouver to Whistler, British Columbia
Value: $600 million
Partners: Kiewit / Macquarie / MMM/Capilano

Procured by the Province of British Columbia, the project included a 100 km section of highway between West Vancouver and Whistler, BC with 260 lane-km,  two lanes in each direction, five interchanges, 23 conventional bridges and 12 down slope bridge structures.

Miller's Role:

Miller is partnered with Capilano Highway Services as Maintenance provider for the duration of the concession – 25 years. Currently in it's 5th year of operation.

Project Name: Autoroute 25
Project Location: Montreal, Quebec
Value: $488 million
Partners: Macquarie / Kiewit / Parsons

Procured by the Province of Quebec, the Project includes a 7.2 km free-flow toll road connecting Montreal at Henri-Bourassa Blvd with a major urban interchange and a bridge/tunnel structure in Laval at A-440/A-25 junction. It includes a six lane conventional/cable-stay bridge of 1.2 km crossing the Riviere-des-Prairies.

Miller's Role:

Miller is the Maintenance provider for the duration of the concession – 35 years.

Project Name: Golden Ears
Project Location: Vancouver, British Columbia
Value: $1.1 Billion
Partners: Bilfinger Berger/Capilano/Amec

The Golden Ears bridge connects the communities of Langley/Surrey and Maple Ridge/ Pitt Meadows in BC.  It is a 968 m  long hybrid cable-stayed/extradosed bridge with two navigation spans.

Miller's Role:

Miller is partnered with Capilano Highway Services providing Maintenance services for the duration of the concession – 35 years.
