Miller Environmental Corporation (Miller) is the largest handler of PCB waste in Manitoba. Miller assumes, in perpetuity, the environmental stewardship of PCB waste and residues placed in the Corporation's custody. Miller will ensure that all activities involved with the handling, storage, treatment and disposal of all PCB waste and residue products are consistent with the protection of public health and environmental quality.

Miller Environmental Corporation, as Manitoba Hazardous Waste Management Corporation (MHWMC), was a leader in the coordinating of the exodus and destruction of an estimated 85% of all recorded PCB waste stored in Manitoba in 1994.

During this period, Miller (MHWMC) had entered into an agreement with Manitoba Hydro to share their PCB storage facility. This unique situation enables Miller the ability to remove PCB material from our customer sites with the absence of unduly scheduling delays.

Miller has gained expertise in the handling and packaging of all types of PCB contaminated material such as transformers, ballasts, capacitors, oil, paint, wire, concrete, and debris.

Due to the vast area and remote regions within Manitoba, Miller Environmental Corporation has established extensive knowledge in the transporting of PCB material via all modes of transport, i.e. road, rail and air.

Miller Environmental Corporation will provide the following PCB management services:

  • Act as a liaison between our customer and all regulatory agencies (Federal and Provincial) to ensure that all questions and concerns are properly answered.
  • Aid in the documentation and summarization of all PCB materials that will be prepared for offsite management.
  • Label all PCB items in accordance with TDG and WHMIS requirements.
  • Prepare manifest documentation.
  • Load packaged PCB material onto specially equipped transport vehicles with the appropriate placards.
  • Transport all PCB material to a Federally approved PCB receiving and/or disposal facility.
  • Provide Environmental Impairment and Liability Insurance (EIL) and Comprehensive General Liability.
  • Provide Certificates of Destruction for all materials managed through this program.
